His name was Daudi Wabera, the first African District Commissioner (DC) of the Northern Frontier District (NFD). A highly educated administrator and committed Kenyan nationalist, Wabera firmly believed in a united Kenya at a time when the country’s future remained uncertain. He devoted himself to persuading the people of northern Kenya to remain part of the newly independent republic, rejecting calls by Somali nationalists for the region’s secession and union with Somalia.

On 28 June 1963, Wabera was assassinated by two armed Somali secessionist militants reportedly aligned with the NFD Liberation Movement. Following the attack, the assassins escaped across the border into Somalia.

His murder occurred against the backdrop of escalating political tensions in the NFD, where secessionist groups were actively mobilizing support for the region’s separation from Kenya. As the government’s chief representative in the district and one of the strongest advocates for Kenya’s territorial integrity, Wabera had become a symbol of the state’s efforts to integrate the NFD into the newly independent nation. That commitment made him a prime target for those determined to break away.

Wabera was far more than an ordinary administrator. He represented a new generation of African civil servants who believed that Kenya’s independence offered hope and opportunity for all its citizens, including those living in the remote north. His assassination sent shockwaves across the country, intensifying fears that the political dispute over the NFD was rapidly descending into armed conflict.

The killing also heightened diplomatic tensions between Kenya and Somalia. Although a senior British police officer stationed in the region was later expelled from Somalia on suspicion of involvement, no official investigation ever established a direct link between him and Wabera’s assassination. Nevertheless, the murder was widely regarded as a calculated attempt to intimidate government officials working to consolidate Kenya’s authority in the Northern Frontier District.
